Hon. Leolexes B. Durano, known to many as Pastor Debbie Durano, is currently serving his first term in the Sangguniang Panlalawigan. He was born on August 7, 1985, in San Jose, Dinagat Islands. He began his early education at Aurelio Elementary School before moving to Cebu, where he completed his primary, secondary, and tertiary education. A dedicated student, he graduated Cum Laude with a Bachelor of Science in Nursing from the University of San Carlos. Because of his medical background, he views legislation through a clinical lens-focusing on the “vital signs” of a community and ensuring that provincial programs are treated as essential care for the people, not just administrative paperwork

Following his studies, Hon. Durano moved to California, USA, where he met his wife and built a career as a Nurse Supervisor. During their time in California, the couple underwent a transformative discipleship program at The Rock Church in Anaheim. Driven by a calling to mission work, they returned to the Philippines in 2012. Hon. Durano began his ministry leading a small congregation, Jesus is the Way, the Truth, and the Life International Fellowship (JWTLIF).

Over the last 14 years, the ministry has grown to include 10 campuses. He also serves as the head of Dinagat Islands Gatekeepers, Inc., a ministerial body uniting Born-Again churches across the province. For Hon. Durano, public service is a form of ministry-an extension of his commitment to a “servant leadership” Legislation with a purpose.

While balancing his duties, whether inside the church or out in the community, Hon. Durano remains a steadfast and dedicated public servant.
