AN ORDER ADOPTING A FLEXIBLE WORK ARRANGEMENT IN THE PROVINCIAL GOVERNMENT OF DINAGAT ISLANDS IN ACCORDANCE WITH CSC RESOLUTION NO. 2600838 AND ENSURING CONTINUOUS AND UNINTERRUPTED DELIVERY OF PUBLIC SERVICES

SECTION 1. COVERAGE. This Executive Order shall apply to all departments, offices, divisions, and personnel of the Provincial Government of Dinagat Islands, including plantilla, contractual, job order, and casual personnel.

SECTION 2. ADOPTION OF CLIMATE AND HEAT INDEX MEASURES.

The Provincial Government of Dinagat Islands recognizes the adverse effects of climate change, including extreme heat, changing weather patterns, and other climate-related hazards. For this purpose, the following measures shall be observed:

a. Monitoring of Heat Index and Weather Conditions. All concerned offices shall regularly monitor official weather forecasts, heat index information, and advisories issued by the Philippine Atmospheric, Geophysical Astronomical Services Administration (PAGASA), the Provincial Disaster Risk Reduction and Management Office (PDRRMO), and other competent authorities.

Adjustment of Work Arrangements During Extreme Heat. When the heat index or prevailing weather conditions reach levels that may pose a risk to the health and safety of personnel, the Head of Office, in coordination with the Provincial Human Resource Management and Development Office (PHRMDO), may implement appropriate flexible work or Work-From-Home arrangements, subject to operational requirements and existing Civil Service Commission rules and regulations.

SECTION 3. ADOPTION OF ENERGY CONSERVATION PROTOCOL.

All departments, offices, divisions, and personnel are hereby directed to undertake the following energy conservation measures:
