A successful Groundbreaking Ceremony for the Provincial Citizen Military Training Center was conducted at the 1505th Community Defense Center (CDC), 15th Regional Community Defense Group (RCDG), Reserve Command, Philippine Army. The event was led by MAJ Vincent S. Cavañas (MI) PA and LTC Nilo P. Demerey Jr. GSC PA (RES), Battalion Commander of the 1505th Ready Reserve Infantry Battalion, with the presence of MGEN Ronald Jess S. Alcudia PA, Commander of the Reserve Command, Philippine Army.

The groundbreaking ceremony took place at the 1505 CDC Wilson Camp in Barangay Wilson, San Jose, while the Activation Ceremony of the 2004th Ready Reserve Infantry Brigade was held at the Provincial Guest Center, Capitol Complex, Barangay Cuarinta, San Jose, within the Province.

The Provincial Citizen Military Training Center (PCMTC) will serve as an important facility for defense readiness, disaster preparedness, and community resilience in times of need. It reflects the strong support and commitment of the Province of Dinagat Islands in strengthening the Military and Civil Defense Reserve Force, which plays a vital role in national defense and local disaster preparedness.

According to MGEN Ronald Jess S. Alcudia, Commander of the Reserve Command, Philippine Army, this event in Dinagat Islands highlights the true meaning of their organization’s legacy—empowering people through collaboration. He also stated that the Activation Ceremony is clear evidence of the Philippine Army’s efforts to strengthen response capabilities, ensuring that every region has an organized and ready force to assist in internal security and humanitarian response.

Furthermore, the Provincial Citizen Military Training Center will also function as an evacuation center and a hub for training and mobilization of reservists, ROTC and NSTP development, disaster preparedness initiatives, humanitarian response, community-based volunteer organizations, and other related activities.

In the message of LTC Nilo P. Demerey Jr. GSC PA (RES), he expressed his deep gratitude to MGEN Ronald Jess S. Alcudia for his support, presence, and cooperation in the successful conduct of the ceremony.

On another note, Governor and OIC of the 2004th RRIBde, LTC Nilo P. Demerey Jr., PA (RES), personally signed the Assumption of Command Orders. The occasion was also marked by the presentation of a memento, which was handed over by MGEN Ronald Jess S. Alcudia.

Also present at the ceremony were MAJ Jovane C. Roble (ARM) PA, Acting Group Adjutant of the 15th RCDG, RCPA; COL Jonathan P. Obena INF (GSC) PA, Group Commander of the 15th RCDC, RCPA; department heads from provincial offices; provincial board members; PA reservists; representatives from the Philippine Army, SNSU, BFP, PCG, PNP, and other stakeholders.
