San Jose, Dinagat Islands – “There is no point in trying to remedy the situation when the horse is already dead.” This principle guided Governor Nilo P. Demerey Jr. in his decision to declare an early State of Calamity due to the water crisis affecting the entire Province of Dinagat Islands.

During an interview with the Governor today, August 26, 2026, he emphasized the need for early action by the local government to prevent the worsening effects of the ongoing drought brought about by El Niño, particularly its impact on the water supply needed by the people.

According to Governor Demerey, the Provincial Government has already prepared various alternatives and short-term plans to immediately address the water shortage crisis.

Among the solutions being considered is the drilling of areas identified as potential sources of groundwater, with the use of solar-powered pumps. Several sites have already been identified as possible locations for facilities that could serve this purpose.

The Governor also highlighted the use of three (3) Reverse Osmosis Machines previously purchased by the Provincial Government. These machines may be used for desalination, a process that removes salt and other impurities from seawater to make it more suitable and safe for use as potable or drinking water, subject to the appropriate treatment process.

Another important purpose of the early declaration of a State of Calamity is to allow the municipalities and barangays to utilize their Quick Response Funds (QRF) to immediately address the needs of communities affected by the water crisis.

Governor Demerey further said that the Provincial Government also aims to draw the attention of national government agencies and line agencies to seek additional support, programs, and interventions that can help mitigate the effects of the water crisis.

While additional solutions are being explored, water rationing is already being implemented in identified areas of the province to immediately address the water needs of residents.

Every household is likewise encouraged to conserve water and use it only for essential needs such as drinking, cooking, personal hygiene, and other necessary household activities.

In view of this, Governor Demerey called on all Dinagatnons to work together in managing the province’s limited water supply during this time of crisis. He assured the public that the Provincial Government will continue to seek immediate and practical solutions, in coordination with the Local Government Units (LGUs) and Barangay Local Government Units (BLGUs), to minimize the impact of the water crisis and ensure that the basic needs of the people across the province are addressed.
