The Provincial Water Security Council discussed strategies to prepare for the El Niño Phenomenon Alert, following DOST-PAGASA’s report indicating a 79% chance of occurrence from June to August. This was taken up during a meeting held on April 30, 2026, at the People’s Hall, IJN Yamashiro Building, Capitol Compound, Cuarinta, San Jose, Dinagat Islands.

In his message, Governor Nilo P. Demerey Jr., MPM, expressed:
“We are hoping that with this phenomenon, we will be prepared. As we are already preparing in the Province of Dinagat Islands, the water volume from our drilling project is significant, and in about eight days, we expect to achieve water flow. Our next step is to build a larger dam so that San Jose can have a stable supply. We are convening this council to ensure preparedness. We also have water truck supplies. Preparation is truly important, so we must plan carefully to be ready for the impact of El Niño.”

Council members thoroughly discussed the necessary actions to ensure an adequate supply of clean water for communities and the people of Dinagat Islands in the coming months, which are expected to experience severe drought. These include water rationing in barangays and establishments, especially during times when the province may face a water supply crisis due to extreme heat caused by El Niño.

Among the topics discussed were preparedness and response strategies, identifying ways to increase water sources—particularly in the municipality of San Jose as the province’s central hub—establishing water irrigation systems for farmers to ensure continuous agricultural production, protecting watersheds, strengthening health security and public safety, and developing a sustainable water security plan.

The Bureau of Fire Protection (BFP) also urged farmers to exercise caution, especially when burning, to prevent fires that could cause significant damage to farmlands and forests.

The council also decided to create a separate team that will focus on water safety and rationing. The meeting was attended by Sangguniang Panlalawigan Member Jaypee T. Espares, RN, MAN, as Chair of the Committee on Health and Sanitation, along with concerned offices of the Provincial Government, National Line Agencies, and members of the private sector.
